On December 8, 2023, the Council of the European Union added two individuals to the EU terrorist list in response to Hamas’ attacks in Israel on October 7, 2023. The Council adopted Council Decision (CFSP) 2023/2764 and Council Implementing Regulation (EU) 2023/2765 to designate Mohammed Deif and Marwan Issa, respectively, the Commander General and deputy Commander of the military wing of Hamas. Both designees will be subject to asset freezes in the EU, and EU operators will be prohibited from making funds and economic resources available to them. On November 13, 2023, the Government of France separately designated these two Hamas leaders and froze their assets for a period of six months.
