On July 10, 2024, OFAC issued General License 13J under the Russian Harmful Foreign Activities Sanctions Regulations (“RuHSR”), 31 CFR part 587. The general license was issued to enable U.S. persons to engage in transactions regarding the payment of taxes, fees or the receipt of permits, licenses and tax refunds that would otherwise be prohibited by Directive 4. These transactions are now authorized until October 9, 2024. GL 13J effectively replaces and supersedes General License 13I in its entirety.
