The UK Office of Financial Sanctions Implementation amended General License INT/2022/2300292 on October 29, 2024. The general license, first issued in November 2022 pursuant to the Sanctions and Anti-Money Laundering Act 2018, allows for payments to utility companies for gas and electricity by UK designated persons who own or rent properties in the United Kingdom. Today’s amendment clarifies the definition of designated persons – which includes entities owned or controlled by a designated person, but excludes persons designated solely in order to comply with United Nations obligations. The amendment adds several items to the list of permitted payments, and makes minor updates to other provisions.
