United States sanctions entities with ties to perpetrators of violence in the West Bank

On November 18, 2024, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated Amana the Settlement Movement of Gush Emunim Central Cooperative Association Ltd, a settlement development organization with ties with persons previously designated by the United States for perpetrating violence in the West Bank.  OFAC also designated Amana’s subsidiary Binyanei Bar Amana Ltd, a construction and development company that builds and sells homes in the West Bank.  According to OFAC, Amana was also designated by the United Kingdom and Canada earlier this year.

OFAC also reported that the U.S. Department of State concurrently designated three individuals and one entity for their roles in violence targeting civilians or in the destruction or dispossession of property.

The designations were imposed pursuant to Executive Order 14115, for engaging in actions that threaten the peace, security, or stability of the West Bank or engaging in an acts of violence that target civilians, affecting the West Bank.  As a result of these designations, all property and interests in property of the designated persons within the United States or within the possession or control of a U.S. person are blocked, and U.S. persons are generally prohibited from engaging in transactions involving a designated person.  Entities owned 50 percent or more by one or more blocked persons are also blocked.
