The U.S. Department of the Treasury’s Office of Foreign Assets Control recently announced that it published regulations to implement Executive Order 14203, “Imposing Sanctions on the International Criminal Court,” which was issued by the President on February 6, 2025. The Final Rule was published in the Federal Register and took effect on July 1, 2025, the date of publication. The Regulations were published by OFAC in abbreviated form to provide the public with immediate guidance, with plans to supplement and provide a more comprehensive set of regulations at a later date. The Regulations incorporate six general licenses (GLs 2, 3, 4, 5, 6, and 7) that were issued pursuant to EO 14203 and were previously published on the OFAC website on June 5, 2025. OFAC reported that the general licenses were removed from the OFAC website upon publication of this rule.
