The UK Competition and Markets Authority is continuing its open investigation into suspected anti-competitive arrangements in roofing and other construction services, which focuses on possible bid-rigging that may infringe Chapter I of the Competition Act 1998. On June 30, 2026, the CMA identified the businesses currently under investigation as AMR Consult Ltd, Blue Cube Contracting Ltd, Central Roofing and Building Services Ltd, Higham Flat Roofing Ltd trading as Higham Roofing and Construction, ICE Roofing & Cladding Ltd, Inspire Contract Services Ltd, M&J Group (Construction & Roofing) Ltd, Parias Construction and Interiors Ltd, PSARLD Ltd trading as Peter Smith Associates, RAM Building Consultancy Ltd, Russell Trew Ltd, and Stoic Roofing and Construction Ltd. The agency’s timetable calls for continued evidence gathering, analysis, and review through December 2026.
The case began on December 10, 2024, when the CMA launched an investigation into suspected bid-rigging in connection with roofing and other construction services supplied to schools eligible to apply for funding from the Department for Education’s Condition Improvement Fund. The CMA later expanded the scope of the investigation, in January 2026, to include additional parties and described the conduct under review as involving services supplied to schools, including those eligible for the Condition Improvement Fund, and to other public and private sector bodies. The CMA indicated there is no reason to assume that the Competition Act 1998 has been infringed in this case and emphasized that it has not reached a view as to whether there is sufficient evidence to issue a statement of objections to any party under investigation.
