The Office of Foreign Assets Control of the US Department of the Treasury has updated its November 20, 2018 Advisory to the Maritime Petroleum Shipping Community. The Advisory, which targets deceptive shipping practices allowing Syria to acquire oil, now includes additional guidelines covering petroleum shipments destined for ports controlled by the Syrian government. The Annex to the Advisory lists vessels that have delivered petroleum to Syria since 2016, and vessels that have engaged in ship-to-ship transfers of petroleum that is likely destined for Syria.
