On August 6, 2019, the Office of Foreign Assets Control of the US Department of the Treasury issued an advisory entitled “Guidance Related to the Provision of Humanitarian Assistance and Support to the Venezuelan People,” which clarifies the application of OFAC sanctions, and the principle that OFAC regulations and general licenses allow US persons to continue to provide humanitarian support to the Venezuelan people, including transactions through the US financial system, as long as blocked persons are not involved. In addition, the Treasury’s press release reminds individuals and organizations that OFAC maintains a favorable specific licensing policy to support the provision of humanitarian assistance.
