UK general license permits certain petrol purchases by UK nationals in Kyrgyzstan and Tajikistan

On March 14, 2025, the UK Office of Financial Sanctions Implementation issued General License INT/2025/5886860 under regulation 64 of the Russia (Sanctions) (EU Exit) Regulations 2019.  This general license temporarily enables UK nationals to purchase petrol from Gazprom Neft, a designated person (“DP”), at petrol stations in Kyrgyzstan and Tajikistan that are either owned by this DP or sells its petrol, only if the petrol is for the UK national’s personal vehicle.  The general license also allows UK nationals, Relevant UK Institutions or DPs to engage in any actions that are reasonably necessary to enable these petrol purchases.  This general license expires in two years, on March 15, 2027.
