On December 18, 2025, the Council of the European Union adopted Council Decision (CFSP) 2025/2618 to impose restrictive measures on 41 additional vessels that have been used to contribute to Russia’s energy revenues and support Russia’s war of aggression against Ukraine. The sanctions subject the listed vessels to a port access ban in the European Union and a ban on the provision of a broad range of services related to maritime transport. The Council emphasized that this measure was intended to target non-EU tankers that are part of Russia’s shadow fleet, including vessels that support Russia’s energy sector, transport military equipment for Russia, or take part in the transport of grain and cultural goods stolen from Ukraine.
According to the Council, this decision brings the total number of designated vessels to almost 600 and is closely linked to the recent designations imposed by the Council on December 15, 2025, which targeted nine enablers of Russia’s shadow fleet.
