On July 29, 2025, the California Privacy Protection Agency (“CPPA”) announced that Washington-based data broker Accurate Append, Inc. was fined $55,400 for failing to register as a data broker in accordance with the California Delete Act. The Delete Act requires data brokers to register and pay annual fees that are used to fund the development of the Delete Request and Opt-Out Platform (“DROP”), a first-of-its kind deletion mechanism that will enable consumers to have their personal information deleted by all data brokers with a single request. According to the CPPA, DROP will be available to consumers in 2026.
The CPPA’s investigation confirmed that Accurate Append is a for-profit entity that bought, sold and shared the personal information of more than 100,000 consumers or households per year, which failed to register by the January 31, 2024, deadline set for businesses that engaged in data brokerage in 2023. While Accurate Append eventually registered with the CPPA, the fine was imposed because the company registered belatedly, and only after the Agency had spent time and resources on an investigation.
According to the Final Stipulated Order, which was adopted by CPPA on July 28, 2025, in addition to paying the fine, Accurate Append agreed to comply with the Delete Act and, among other things, to timely register with the CPPA as long it operated as a data broker. Accurate Append also agreed to pay the CPPA’s attorney fees and costs that were incurred in connection with the company’s non-compliance.
