EU adopts humanitarian exception applicable to 10 sanctions regimes

On November 27, 2023, the Council of the EU adopted Council Decision (CFSP) 2023/2686 and Council Regulation (EU) 2023/2694 to introduce humanitarian exceptions to asset freeze measures of ten EU sanctions regimes.  The exceptions will enable certain categories of humanitarian actors to engage in transactions with designated individuals without prior authorization, for the purpose of delivering humanitarian assistance or engaging in other activities that support basic human needs.  The ten sanctions regimes that were amended by the Council were established to address the situations in Bosnia and Herzegovina, Burundi, Guinea, Lebanon, Myanmar, Nicaragua, Tunisia, Venezuela, Zimbabwe, and in relation to cyber-attacks.
