EU amends Guinea-Bissau sanctions to include humanitarian exemption

The EU recently adopted Council Regulation (EU) 2023/1593 and Council Decision (CFSP) 2023/1598 to include a humanitarian exemption to the freezing of funds and economic resources authorized under the Guinea-Bissau sanctions regime.  The exemption, which entered into force on July 28, 2023, applies to the provision of humanitarian assistance and activities that support basic human needs provided by the United Nations, UN-related programs and organizations, and other humanitarian and international organizations listed in United Nations Security Council Resolution 2664 (2022).  In 2012, the EU initially imposed restrictive measures in response to the mutiny that occurred in Guinea-Bissau in April 2010 and the military freezing of power that occurred in April 2012, which undermined the rule of law in that country.
