EU designates five individuals and three entities for human rights abuses against Palestinians

On July 15, 2024, the Council of the European Union adopted Council Decision (CFSP) 2024/1967 and Council Implementing Regulation (EU) 2024/1960, adding five individuals and three entities to the EU sanctions list for engaging in serious and systemic human rights abuses against Palestinians in the West Bank.  The Council sanctioned Tzav 9, an extremist group alleged to have engaged in violent protests and attacks on humanitarian aid trucks en route to deliver food, water, and fuel to Gaza.  The designees also include Baruch Marzel who has called for ethnic cleansing of the Palestinians.  Ben-Zion “Bentzi” Gopstein, the leader of extremist organization Lehava, has also been designated.

The designations were imposed under the Global Human Rights Sanctions Regime, which subjects designees to asset freezes and travel bans in the European Union.  The regime also prohibits EU operators from providing funds or economic resources to, or for the benefit of, designated persons.
