EU designates three groups associated with Hamas and PIJ for serious human rights violations

On April 12, 2024, the Council of the European Union designated three entities for their roles in the October 7, 2023 terrorist attacks across Israel and their alleged participation in widespread sexual and gender-based violence that has been used as a weapon of war.  The Council adopted Council Decision (CFSP) 2024/1074 and Council Implementing Regulation (EU) 2024/1073 to sanction the Al-Quds Brigades, the armed wing of the Palestinian Islamic Jihad (PIJ), and Hamas affiliates Nukhba Force and Qassam Brigades.  The sanctions were imposed under the EU Global Human Rights Sanctions Regime, which subjects listed persons to asset freezes and travel bans and prohibits EU individuals and entities to from providing funds or economic resources to them or for their benefit.
