On October 29, 2024, the Council of the European Union adopted Council Decision (CFSP) 2024/2782 to extend restrictive measures against the leadership of Moldova for an additional year, until October 31, 2025. The measures were extended following the Council’s designation of five individuals and one entity for engaging in destabilizing actions that threatened the sovereignty and independence of Moldova. On October 14, 2024, the Council designated leaders in the Autonomous Territorial Unit of Gagauzia who promoted a separatist ideology, thereby attempting to overview the constitutional order of Moldova. The designations included Evghenia Guţul, the Governor (“Bashkan”) of Gagauzia, and her deputy/media relations advisor Mihail Vlah. The Council also designated Evrazia, a Russia-based non-governmental association that promotes Russian interests abroad.
The Moldova sanctions regime subjects designated persons to asset freezes and travel bans in the European Union. The regime also prohibits EU operators from providing funds or economic resources to listed persons and entities.
