On January 30, 2023, the Council of the EU added Iran Aircraft Manufacturing Industries Corporation (“HESA”) to the EU’s sanctions list following the adoption of Council Decision (CFSP) 2023/193 and Council Implementing Regulation (EU) 2023/192. The Council reports that HESA, which manufactures unmanned aerial vehicles (“UAVs”) used by Iran’s Islamic Revolutionary Guard Corps (“IRGC”), also manufactured UAVs used by the Russian Federation in its war of aggression against Ukraine. According to the Council, HESA is being sanctioned for engaging in actions that undermine or threaten the territorial integrity, sovereignty and independence of Ukraine.
