European Union designates four individuals and two entities for serious human rights abuses

The Council of the European Union recently adopted Council Decision (CFSP) 2024/2009 and Council Implementing Regulation (EU) 2024/2008 to sanction four individuals and two entities responsible for serious human rights abuses around the world.  The Council designated a government official for the Democratic People’s Republic of Korea (“DPRK”), two members of the Syrian army, and a Moscow-installed official in Kherson region of Ukraine, all of whom have reportedly engaged in sexual and gender-based violence.  The Council also sanctioned Haitian gang Kokarat San Ras, that is allegedly known for using violence against women, and DPRK detention facility Onsong County MSS Detention Centre that purportedly uses torture and other inhumane and degrading treatments on its inmates.

The designations were imposed on July 22, 2024 under the EU’s Global Human Rights Sanctions Regime, which subjects listed persons to asset freezes and travel bans in the European Union.  It also prohibits EU operators from providing funds or economic resources to listed persons or for their benefit.
