The Order, issued pursuant to the International Emergency Economic Powers Act (IEEPA) and the National Emergencies Act (NEA), among others, denies foreign interference in the outcome or vote tabulation of any U.S. election, while recognizing the threat of interference in the future. It mandates a post-election investigation and report on information indicating that a foreign government or agent thereof acted with the intent or interfering in the election, and authorizes the freezing of assets if the report indicates interference.
