OFAC designated Vladlen Amtchentsev, a South African national, for his involvement in assisting Velmur Management Pte. Ltd. in its support of efforts by Transatlantic Partners Pte. Ltd. to purchase fuel for North Korea. Both Velmur and Transatlantic have been accused by the DOJ of laundering millions of dollars in connection with North Korean transactions.
