OFAC targets crude oil shipping between Venezuela and Cuba

The Office of Foreign Assets Control of the US Department of the Treasury has designated two companies and one vessel pursuant to Executive Order 13850, for operating in the Venezuelan oil sector.  The companies, Ballito Bay Shipping Incorporated and ProPer In Management Incorporated, are based in Liberia and Greece, respectively, and are the registered owner and operator of Despina Andrianna, the designated vessel.  According to OFAC, Despina Andrianna delivered crude oil from Venezuela to Cuba in February and March 2019.

OFAC has also identified 34 vessels as blocked property of Petróleos de Venezuela, S.A. (PdVSA), the state-owned Venezuelan oil company, which was designated on January 28, 2019.

As a result of OFAC’s action, all US property and property interests owned 50% or more by the designated entities are blocked.
