Department of Commerce extends temporary general license authorizing exports of goods and technology to Huawei

On August 19, 2019, the Bureau of Industry and Security of the US Department of Commerce announced a 90-day extension of the Temporary General License originally issued on May 20, 2019, that authorizes some transactions involving the export and transfer of items subject to the Export Administration Regulations to Huawei Technologies Co., Ltd. and some of its non-US affiliates.

At the same time, BIS added 46 additional affiliates of Huawei to the Entity List connected with the company.  Huawei and 68 affiliated companies were placed on the Entity list in May 2019 following the Commerce Department’s determination that the company’s actions may violate the International Emergency Economic Powers Act and US sanctions.  

Both actions are effective as of August 19, 2019.
