OFAC targets provider of financial services to Hizballah

The US Department of the Treasury’s Office of Foreign Assets Control has designated Jammal Trust Bank SAL, a financial institution based in Lebanon, as a Specially Designated Global Terrorist pursuant to Executive Order 13224 for providing support and services to Hizballah’s Executive Council and the Martyrs Foundation.  Hizballah was designated by the Department of State as a Foreign Terrorist Organization in October 1997, and as a Specially Designated Global Terrorist in October 2001.  The organization was also designated in August 2012 pursuant to Executive Order 13582 for its support of the government of Syria.  Three of Jammal Trust’s subsidiaries in Lebanon were also designated.

Pursuant to these actions, US property of the four designated entities is blocked, and US persons are generally prohibited from dealing with blocked property or designated persons.  In addition to the primary designations, the four entities are subject to secondary sanctions pursuant to the Hizballah Financial Sanctions Regulations, whereby OFAC can prohibit or impose conditions on the opening or maintaining of US correspondent or payable-through accounts by foreign financial institutions that knowingly facilitate a significant transactions for Hizballah.
