Global Magnitsky designation of former Ugandan official

The US Department of the Treasury’s Office of Foreign Assets Control has designated Kale Kayihura pursuant to Executive Order 13818 for serving as an official of an entity that has engaged in serious human rights abuses.  According to OFAC, Kayihura, who served as Inspector General of Police in the Ugandan Police Force, used corruption and bribery to strengthen his political position, while units under his command committed serious human rights abuses.  The US Department of State has also implemented a visa ban for Kayihura due to his involvement in gross human rights violations, pursuant to Section 7031(c) of the 2019 Department of State, Foreign Operations and Related Programs Appropriation.

As a result of the designation, US property of Kayihura is blocked, and transactions by US persons involving such property are generally prohibited.  Kayihura is the 114th individual or entity to be designated under Executive Order 13818.
