On November 20, 2019, the World Bank Group announced the debarment of a state-owned Chinese engineering enterprise. The company, Jiangxi Geo-Engineering (Group) Corporation, submitted a falsified completion certificate from a prior, unrelated contract, in order to fulfill the experience requirement for bidding on a new contract, the World Bank-financed Heilongjiang Cold Weather Smart Public Transportation System in China. Jiangxi did not ultimately win the new contract.
Jiangxi and its fourteen wholly-owned subsidiaries will be debarred from participating in World Bank-financed projects for fifteen months. The settlement agreement between the World Bank and the company provides for a reduced period of debarment due to Jiangxi’s cooperation and voluntary remedial actions. The company has committed to adopting policies and practices consistent with the World Bank Group Integrity Compliance Guidelines.
