OFAC sanctions individuals and railway entity in Crimea

The Office of Foreign Assets Control of the US Department of the Treasury has designated seven individuals pursuant to Executive Order 13660 for undermining democratic processes in Ukraine and for threatening the peace, stability or territorial integrity of that country.  These individuals, who purport to serve in government functions in Crimea, were simultaneously designated by the European Union and Canada. 

In addition to the seven individuals, OFAC designated Grand Service Express, a private railway company operating between Russia and the Crimean peninsula, along with the company’s chief executive officer, pursuant to Executive Order 13685 for operating in the Crimea or acting on behalf of an entity that operates there. 

Following these designations, all US property of the designated persons are blocked, and US persons are generally prohibited from dealing with the property of blocked entities and individuals.  Foreign persons who knowingly engage in transactions with designated persons may themselves be designated.
