OFAC amends Nicaragua-related General Licenses

On March 25, 2020, the US Department of Treasury’s Office of Foreign Asset Control amended earlier versions of general licenses related to the Nicaragua Sanctions Regulations (NSR), 31 C.F.R. art 582, and the Nicaragua Human Rights and Anticorruption Act of 2018 (NHRAA), 50 U.S.C. 1701 note: 

General License No. 1A – “Official Business of the United States Government,” allows all transactions related to the official business of the US Government.  This license replaces and supersedes General License No. 1 from March 5, 2020.

General License No. 2A – “Authorizing the Wind Down of Transactions Involving the Nicaraguan National Police,” allows all transactions and activities that are necessary to wind down operations of the Nicaraguan National Police (NNP) or any entity owning 50 percent or greater interest in the processing of salary payments from NNP to its employees.  These transactions are authorized until May 6, 2020.   This license does not allow for debits into NNP accounts that are on the books of a US financial institution or activities other than those related to the NSR.  This license replaces and supersedes General License No. 2 from March 5, 2020.
