OFAC publishes list of applicable provisions to facilitate humanitarian aid during pandemic

The Office of Foreign Assets Control of the US Department of the Treasury has published a fact sheet on the provision of humanitarian assistance to trade in order to combat COVID-19, noting that although OFAC-administered sanctions generally allow for humanitarian assistance, OFAC stands ready to provide guidance and respond to applications for specific licenses.

The fact sheet offers a consolidated view of guidance on exemptions, exceptions and authorizations for humanitarian assistance otherwise subject to the sanctions regimes relating to Iran, Venezuela, North Korea, Syria, Cuba and Russia/Ukraine.  The sheet links readers to sixteen OFAC FAQs, and the general licenses, executive orders, advisories and official guidance relevant to the Iranian Transactions and Sanctions Regulations, the North Korea Sanctions Regulations, the Cuban Assets Control Regulations, the Syrian Sanctions Regulations, the Venezuela and Ukraine/Russia sanctions regime.
