OFAC amends Nicaragua-related general license and incorporates the human rights act

On July 16, 2020, The Department of the Treasury’s Office of Foreign Assets Control announced that it amended the Nicaragua Sanctions Regulations, 31 CFR part 582, to incorporate the Nicaragua Human Rights and Anticorruption Act of 2018 (NHRAA) – an act that imposes sanctions on person who, on or after April 18, 2018,  commits acts of violence against protesters in Nicaragua, attempts to undermine the democratic process in Nicaragua, commits acts of corruption on behalf of the Government of Nicaragua, and arrest any person in an attempt to limit the legitimate exercise of freedom of speech, assembly or press in Nicaragua.  OFAC also added a general license as § 582.509, that authorizes all transactions necessary to accomplish the official business of the US government.
