OFAC issues Kingpin Act designation for assisting narcotics-trafficking fugitive

On December 2, 2020, the US Department of the Treasury’s Office of Foreign Assets Control designated Lucio Rodriguez Serrano for participating in drug-related activities on behalf of Rafael Caro Quintero, pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act).  Quintero was identified by the President in 2000 as a significant foreign narcotics trafficker pursuant to the Kingpin Act, who orchestrated the murder of a Drug Enforcement Administration (DEA) agent in 1985, and remains a fugitive from US justice to this day.  In recent years, Serrano has helped Quintero evade capture and engaged in real estate transactions at his direction and on his behalf. 

As a result of this designation, all US property belonging to Serrano is blocked, and all transactions with him in the US are generally prohibited.
