OFAC removes International Criminal Court-Related Sanctions Regulations from CFR

The Office of Foreign Assets Control has issued a final rule to remove the International Criminal Court-Related Sanction Regulations, 31 CFR part 520, from the Code of Federal Regulations, because the national emergency on which the regulations were based was terminated on April 1, 2021 when President Biden issued Executive Order 14022, “Termination of Emergency With Respect to the International Criminal Court.”  The rule will take effect on July 6, 2021, once it is published in the Federal Register.  

In accordance with section 202(a) of the National Emergencies Act and section 2 of EO 14022, the termination of the national emergency declared in EO 13928 shall not affect any pending action or proceeding that was not concluded as of April 1, 2021, the date of EO 14022, or any action or proceeding based on acts committed prior to April 1, 2021, or any penalties incurred prior to April 1, 2021.
