On July 19, 2021, the UK’s Office of Financial Sanctions Implementation issued General License INT/2021/554388 under Regulation 32 of The Belarus (Sanctions) (EU Exit) Regulation 2019, to authorize air carriers or aircraft operators to make direct or indirect payments to Belaeronavigatsia for air traffic services if there is an emergency. The general license, that is effective immediately, requires persons or entities that conduct transactions under the general license to report the activity, including details and supporting evidence, within 14 days to HM Treasury. In addition, any records related to activities reported under the general license should be kept for a minimum of 6 years.
