OFAC adds Cuba designations under Global Magnitsky

The Office of Foreign Assets Control of the US Department of the Treasury has imposed sanctions on two individuals and one entity from Cuba pursuant to Executive Order 13818, for their role in the suppression of peaceful, pro-democratic protests in Cuba during the month of July 2021. Executive Order 13818 builds upon and implements the Global Magnitsky Human Rights Accountability Act.

Among the designated individuals and entities are the Policia Nacional Revolucionaria (PNR), its director and deputy director.  The PNR is a police unit controlled by the Cuban Ministry of the Interior, which was designated on January 15, 2021 for its complicity in serious human rights abuses.

Following these sanctions, US property interests of the sanctioned individuals and entities are blocked, and persons subject to US jurisdiction are generally prohibited from dealing in such property.  The provision of funds, goods, services or contributions for the benefit of a blocked person, or the receipt of such funds or services from a blocked person, is also prohibited unless authorized by a general or specific license issued by OFAC.
