On August 6, 2021, US Secretary of State Antony Blinken announced the designations of five terrorist leaders in Africa – one associated with ISIS-Mozambique, two with Jama’at Nasr al-Islam wal Muslimin (JNIM), and two with al-Shabaab. All five were designated as Specially Designated Global Terrorists (SDGTs) under Executive Order 13224, as amended.
As a result of these sanctions, all property and interests in property in the US is blocked and transactions with these individuals is generally prohibited. In addition, any person who transacts with a designated person may themselves be exposed to sanctions, and any foreign financial institution that knowingly facilitates a significant transaction for a sanctioned person could be subject to US correspondent account or payable-through account US sanctions.
