OFAC designates five al-Qa’ida supporters

On September 16, 2021, the US Department of the Treasury’s Office of Foreign Assets Control designated five al-Qa’ida supporters operating in Turkey pursuant to Executive Order 13224, as amended, for providing financial and travel-related assistance to al-Qa’ida.  Al-Qa’ida has been designated as a terrorist organization since September 23, 2001 when the President signed EO 13224.  

As a result of these designations, all US property and interests in property belonging to sanctioned individuals is blocked and transactions with these persons are generally prohibited; this includes any entities that are owned 50 percent or more by blocked individuals. In addition, any person who transacts with a designated person may themselves be exposed to sanctions, and any foreign financial institution that knowingly facilitates a significant transaction for a sanctioned person could have its access to the US financial system severed.
