Treasury sanctions Cambodian military officials and publishes business advisory

The Office of Foreign Assets Control of the US Department of the Treasury has designated two individuals pursuant to Executive Order 13818, for engaging in corruption.  Both men, Chau Phirun and Tea Vinh, are members of the Cambodian Ministry of National Defense.  According to OFAC, they were involved in a scheme to inflate construction costs, and profit from the construction and updating of a naval base in Cambodia.  Executive Order 13818 implements the Global Magnitsky Human Rights Accountability Act, and operates to impose tangible and significant consequences on those who commit serious human rights abuse or engage in corruption, and to protect the US financial system from abuse.

As a result of these designations, all property and interests in property of these designees within the United States or within the possession or control of a US person are blocked, and US persons are generally prohibited from engaging in transactions involving the designated persons.
