On November 18, 2021, President Biden signed an Executive Order terminating Executive Order 13712 of November 22, 2015, “Blocking Property of Certain Persons Contributing to the situation in Burundi” after determining that the political repression and violence against citizens that had once threatened the stability of Burundi had been significantly altered following the election of President Ndayishimiye in 2020 and the reforms that he has implemented across multiple sectors in that country. As a result of the revocation of EO 13712, all persons blocked solely pursuant to Burundi Sanctions Regulations will be removed from OFAC’s Specially Designated Nationals and Blocked Persons List and their property and interests in property will be unblocked. However, the revocation of EO 13712 will not affect any active matter or pending proceeding that was not finalized as of November 18, 2021, the date of the EO’s termination.
