UK and UN sanction leader of ISIL-K

On December 22, 2021, the Foreign, Commonwealth and Development Office updated the UK Sanctions List to impose sanctions upon Sanaullah Ghafari, a native of Afghanistan who is the leader of the Islamic State of Iraq and Levant-Khorasan (ISIL-K), following the UN Security Council’s addition of Ghafari to its Sanctions List on December 21, 2021.  UK Sanctions were issued pursuant to ISIL (Da’esh) and Al-Qaida (United Nations Sanctions)(EU Exit) Regulations 2019 (SI 2019/466) that imposes asset freezes against certain persons, entities or bodies associated with ISIL (Da’esh) or al-Qaida.   The UN Security Council’s sanctions were imposed pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), al-Qaida, and associated parties to impose asset freezes, travel banks and arms embargos in accordance with paragraph 1 of Security Council resolution 2368 (2017), and adopted under Chapter VII of the UN Charter.
