OFSI issues Belarus-related general license to ensure the safety of civilian aircraft

On March 9, 2022, the Office of Financial Sanctions Implementation issued General License INT/2022/1322576 under Regulation 32 of The Belarus (Sanctions) (EU Exit) Regulations 2019 to permit flight data providers to make payments to Belaeronavigatsia, a state-owned provider of air navigation services in Belarus, for aeronautical information publication data and the use of this data.  The general license also permits Belaeronavigatsia to provide publication data to flight data providers for purposes related to flight safety concerning civilian aircraft.

OFSI requires that any activity conducted under this general license be reported to HM Treasury within 14 days.  OFSI also requires flight data providers to keep accurate and complete records of permitted activity for a minimum of 6 years.  This general license, which is effective March 9, 2022, may be varied, revoked, or suspended by HM Treasury at any time.
