The UK Office of Financial Sanctions Implementation recently issued new general license under regulation 64 of The Russia (Sanctions) (EU Exit) Regulations 2019 to address and facilitate humanitarian activity related to Russia’s invasion of Ukraine. On July 7, 2022, OFSI issued General License INT/2022/1947936 to ensure that Relevant Persons, including international non-government organizations such as the United Nations and the Red Cross, are able to deliver timely humanitarian assistance and activities that support basic human needs in relation to the conflict in Ukraine and non-government controlled areas in the Ukrainian territory such as Crimea and the Donetsk and Luhansk oblasts. Under this general license, Relevant Institutions, including designated financial institutions, are authorized to transfer and process funds for humanitarian activities as long as the funds are not from a Designated Person or from economic resources owned, held, or controlled by a Designated Person.
