EU adopts Council Decision to improve the dissemination of information concerning restrictive measures

On September 9, 2022, the Council of the European Union adopted Council Decision (CFSP) 2022/1506 to support the development of information technology tools aimed at improving the dissemination of information related to restrictive measures.  This includes the development of applications and databases that will provide the operators responsible for implementing restrictive measures with easy access to information and allow for the secure exchange of information between the Member States, stakeholders and the Commission.  The Council considers the development of these tools to be a matter of urgency, and the objective is to support Member States’ ability to implement reporting obligations without creating additional ones.

The adoption of this Council Decision was prompted by the Russia’s war of aggression against Ukraine.  According to the Council, increased demands created by the new restrictive measures adopted since February 24, 2022 uncovered an urgent need for Member States and operators to have tools that are easy to access and enable them to disseminate information and implement restrictive measures in secure manner.
