OFAC issues GL 21 to allow maintenance of blocked vessels

On November 15, 2022, the Office of Foreign Assets Control of the US Department of the Treasury issued General License No. 21 under the Global Terrorism Sanctions Regulations, 31 CFR Part 594.  GL 21 authorizes limited safety and environmental transactions involving seven companies and one individual, 11 seagoing vessels owned by them, and any entity in which those designated persons hold an interest of 50 percent or greater.

The license is valid until December 15, 2022.  It allows for the safe docking and anchoring of the vessels, the preservation of the health and safety of their crews, emergency repairs and environmental mitigation activities connected with the maintenance of the vessels.  GL 21 does not authorize new commercial contracts involving the blocked property, or offloading cargo from the vessels.
