The Office of Foreign Assets Control of the US Department of the Treasury has issued General License 13C, which replaces and supersedes General License 13B. GL 13C authorizes the payment of taxes, fees, import duties, and registration, licensing and certification fees by US persons and entities that are owned or controlled by a US person, where such payments would otherwise be prohibited by Directive 4 under Executive Order 14024, as long as the transactions are incident to and necessary for quotidian operations in the Russian Federation. Executive Order 14024 prohibits transactions involving Russia’s sovereign wealth fund, its central bank, and the Russian Ministry of Finance. GL 13C does not permit transactions with persons blocked pursuant to the Russian Harmful Foreign Activities Sanctions Regulations. It remains in effect until March 7, 2023.
