Hizballah facilitators in Lebanon designated by OFAC

The Office of Foreign Assets Control of the US Department of the Treasury has designated three individuals and two companies pursuant to Executive Order 13224, as amended, for providing support to the terrorist organization Hizballah. 

As described by OFAC, one of the designated individuals, Adel Mohamed Mansour, is the leader of Al-Qard Al-Hassan (AQAH), the quasi-financial institution serving Hizballah that was designated by OFAC in 2007.  Al-Khobara for Accounting, Auditing and Studies, a company affiliated with senior Hizballah personnel, was designated for being owned, controlled, or directed by Mansour, who serves as Chief Executive Officer.  Another accounting intermediary, Auditors for Accounting and Auditing, was designated for being owned, controlled or directed by Ibrahim Daher, who was designated in May 2021 for his work on behalf of Hizballah.  The company’s managing partner, Naser Hasan Neser was also designated.  The third individual, Hassan Khalil, was designated for his work procuring weapons for Hizballah.

Mansour, the two auditing intermediary firms, and Neser are subject to the Hizballah Financial Sanctions Regulations, which implement the Hizballah International Financial Prevention Act of 2015, as amended by the Hizballah International Financing Prevention Amendments Act of 2018.

As a result of these designations, all property and interests in property of the designees within the United States or within the possession or control of a US person are blocked, and US persons are generally prohibited from engaging in transactions involving the designated persons.
