The Office of Foreign Assets Control of the US Department of the Treasury has designated two Haitian nationals pursuant to Executive Order 14059 for their roles in the international proliferation of illicit drugs. Rony Celestin is a senator in the Haitian parliament; the second designee, Richard Lenine Hervé Fourcand, formerly served as a member of the Haitian senate. According to OFAC, Celestin has used his position in government to facilitate the importation of drugs from Venezuela to Haiti, and the dissemination of drugs to the United States and the Bahamas. Similarly, Fourcand has attempted to position officials strategically in order to facilitate drug trafficking in Haiti, according to OFAC. The United States coordinated this action, as it did the earlier designation of corrupt Haitian officials, with the government of Canada, which has also designated Celestin and Fourcand.
As a result of these designations, all property and interests in property of Celestin and Fourcand within the United States or within the possession or control of a US person are blocked, and US persons are generally prohibited from engaging in transactions involving the designated persons.
