OFAC designates SAF procurement director for prolonging the war in Sudan

On October 24, 2024, the U.S. Department of the Treasury’s Office of Foreign Assets Control designated Mirghani Idris Suleiman (“Idris”) for being a procurement leader in the Sudanese Armed Forces (“SAF”) who has prolonged the war in Sudan by acquiring weapons to be used against the Rapid Support Forces (“RSF”).  According to OFAC, Idris is the General Director of Defense Industries System (“DIS”), the weapons production and procurement arm of the SAF that was designated by OFAC in June of 2023 for engaging in actions that threatened the peace, security  or stability of Sudan.  This designation occurs just three weeks after OFAC designated the procurement director of the RSF.

This designation was imposed pursuant to EO 14098, which sanctions individuals and entities engaged in actions or policies that threaten the peace, security and stability of Sudan or undermine its democratic transition.  As a result of this designation, all property and interests in property of the designee within the United States or within the possession or control of a U.S. person are blocked, and U.S. persons are generally prohibited from engaging in transactions involving a designated person.  Entities owned 50 percent or more by one or more blocked persons are also blocked.
