On March 19, 2026, the U.S. Department of the Treasury’s Office of Foreign Assets Control issued General License 134A to temporarily permit the delivery and sale of Russia-origin crude oil and petroleum products, provided that it was loaded on a vessel on or before March 12, 2026. These transactions are authorized from March 12, 2026 until April 11, 2026. The general license also provides that the authorization covers transactions that are ordinarily incident and necessary to the sale, delivery, or offloading of these products. According to OFAC, GL 134A replaces and supersedes GL 134 in its entirety.
