On February 20, 2024, the Office of Foreign Assets Control of the U.S. Department of the Treasury issued General License 83A, which authorizes certain activities incident to the importation of seafood products otherwise subject to the prohibitions contained in Executive Order 14068, as long as the items were loaded onto a vessel before February 20, 2024 pursuant to agreements entered into before December 22, 2023. Executive Order 14068 was issued in March 2022, and amended and clarified by Executive Order 14114 and OFAC’s Determination of December 22, 2023 concerning which categories of fish and seafood are covered by the executive order. Together, these executive orders authorize the imposition of U.S. sanctions on foreign financial institutions, and provide a basis for targeting the evasion of U.S.-issued sanctions against Russia.
General License 83A replaces and supersedes general License 83, and will remain in effect until May 31, 2024.
