On August 11, 2023, the US Department of the Treasury’s Office of Foreign Assets Control issued General License 13F under the Russian Harmful Foreign Activities Sanctions Regulation, 31 CFR part 587. The general license temporarily permits US persons to engage in certain administrative transactions that would otherwise be prohibited by Directive 4 under Executive Order 14024, including the payment of taxes, fees or import duties and the purchase or receipt of permits, licenses and certifications. These transactions are authorized until November 8, 2023 provided that they are ordinarily incident and necessary to the day-to-day operations in Russia. General License 13F replaces and supersedes General License 13E in its entirety.
