OFAC sanctions Hizballah facilitators

The Treasury Department’s Office of Foreign Assets Control (OFAC) has designated Green Without Borders, a Lebanese organization established in 2013 ostensibly as an environmental protection organization.  According to OFAC, rather than working to protect Lebanon’s natural environment, the organization serves as a cover for Hizballah’s activities in southern Lebanon.  The organization was designated pursuant to Section 1(a)(iii)(E) of Executive Order 13224, for materially assisting, sponsoring or supporting Hizballah.  Zuhair Subhi Nahla, the leader of Green Without Borders, was designated pursuant to the same provision.

As a result of these designations, all property and interests in property of Green Without Borders or Zuhair Subhi Nahia within the United States or within the possession or control of a US person are blocked, and US persons are generally prohibited from engaging in transactions involving the designated persons.  In addition, entities owned 50 percent or more by one or more blocked persons are also blocked.
